Consider a wall on the East side of the Magazine as essential as one on the south and will have to be constructed along the hill road and further that a palisade fence 8 feet high, should be erected all along the North side of the road to prevent persons passing from that road to the neighbourhood of the Magazine - the breadth of which will depend on whether the road is carried in a tunnel, cutting or on the surface.
Rifle Ranges 15. There is a Rifle Range on the grounds proposed for cession, which has firing points to about 500 yards, but is susceptible of extension by adjustment of the firing point and target.
16. It is chiefly used for firing Matches and by the Hongkong Rifle Association and is a standing range - there is no site for a rifle range on any of the M. D. Lands in other parts of the island of Hongkong.
There is a good one on Colonial land at Kowloon, and it is used by the Military on a six months' notice of surrender.
18. The rapid increase in the Number of villas and buildings at Kowloon and of the lettings there for Gardens up to the immediate vicinity of the Range, renders it almost certain that within a short time...
